OSHA actively enforces heat safety and penalizes employers using its National Emphasis Program (NEP) on indoor and outdoor heat hazards, particular HAZWOPER standards, and the General Duty Clause of the OSH Act, which requires employers to give a workplace free from recognized life-threatening hazards.
Heat stress represents the net external load placed on a worker, combining ambient environment temperatures, humidity, radiant heat, and workload. Heat strain is the body's internal physiological response to that stress, which covers an elevated heart rate, heavy sweating, and rising core body temperatures.
To prevent overhydration and a life-threatening condition called hyponatremia (critically low blood sodium levels), NIOSH dictates a maximum fluid intake of 1.5 quarts (48 ounces) per hour and a total maximum of 12 quarts within a 24-hour window during heavy exertion.
Under federal OSHA recordkeeping and reporting regulations, any work-related heat exposure that results in a worker fatality need to be reported to OSHA within 8 hours, and any incident resulting in an in-patient hospitalization need to be reported within 24 hours.
Learners are taught that for new workers unaccustomed to the heat, NIOSH and OSHA recommend a 5-day step ladder where the employee is limited to no more than 20% of the standard daily heat exposure duration on day one, increasing by no more than 20% each subsequent day.
