Yes, RCRA requires hazardous waste training at many facilities. Large quantity generators must train hazardous waste personnel and review that training annually under 40 CFR 262.17(a)(7). Small quantity generators must make sure employees know proper waste handling and emergency procedures. Treatment, storage and disposal facilities have similar requirements.
A hazardous waste manifest is signed by the generator or its authorized representative, each transporter that takes the shipment, and the designated receiving facility. The generator's signature certifies the waste is properly classified, packaged, marked and labeled. Signers also need DOT hazmat employee training under 49 CFR 172 Subpart H.
